You knew your Mom was in the kitchen using the mixer to make a cake or something like that, but you didn't care - you'd yell at her to turn it off before the program came back on! Ok, it's not THAT Channel 9, but thought it looked cool anyway - these people must have had an early cable system here that picked this up. It's an animated station ID for WOR Channel 9 in New York.
