Note - despite both containing the same partial Bristle Blocks commercial, this break excerpt is not from the same break as this one. They are from two different breaks, although likely from the same episode of Popeye Hour.

Not sure when this aired exactly, but 1979 seems like a good bet, although technically it could have been early 1980 too.
